WASHINGTON, D.C. — As the 119th Congress convenes and the new administration takes shape, the American Edge Project, a coalition of domestic organizations dedicated to protecting and promoting American technological leadership, today released its 2025 Toolkit.
The resource illustrates the urgent need for the United States to pursue policies that safeguard American innovation, strengthen national security, and ensure the United States maintains its competitive edge in the global technology race.
“American innovation has long been the foundation of our economic strength, national security, and global leadership,” said Doug Kelly, CEO of the American Edge Project. “Now with our foreign adversaries—particularly China—accelerating investments in artificial intelligence (AI) and other critical technologies, it is more important than ever for Congress to embrace policies that strengthen, rather than stifle, America’s technological leadership.
The AEP 2025 Toolkit outlines key policy priorities for the new Congress, including:
- Investing in Critical AI Infrastructure – The United States must expand investments in advanced chips, energy resources, and a skilled workforce to maintain leadership in AI and emerging technologies.
- Countering Global Threats – The Chinese Communist Party (CCP) is rapidly advancing in AI and other critical key emerging technologies, posing economic and national security risks. The United States must adopt policies that protect intellectual property and promote domestic innovation.
- Encouraging Pro-Innovation Policies – While AI and technology present transformative opportunities, excessive, anti-innovation regulation threatens to hinder American companies while empowering foreign competitors.
- Strengthening Small Businesses – More than 99 percent of small businesses rely on technology platforms to reach customers and scale operations. Smart, pro-innovation policies will ensure they are able to thrive and compete globally.
The toolkit also highlights compelling data showcasing the role of U.S. technology in job creation, economic growth, and national security. It emphasizes that policymakers must get tech policy right because it matters greatly which country – and which set of values – builds the future.
